Suggestions shall therefore be made for reviews of existing legislation and policy for a meaningful progress to be made in ensuring compliance with international humanitarian law. Striving for effective compliance therefore remains as urgent as ever. Increasingly, the victims of this war are civilians. The toll of human suffering, death and destruction, which wars inevitably bring, continues to grow in Nigeria.
The focus shall, therefore, be on compliance with this law in the internal armed conflict situation currently underway in Nigeria. Consequently there are countless instances of violations of international humanitarian law. Given that this body of law applies during times of extreme violence, this paper contends that implementing the law has always been a matter of great difficulty. This study discusses international humanitarian law as that part of the laws of war that seeks to limit the effects of armed conflict.
The objectives of the laws of war are therefore the prevention of armed conflict and the preservation of humanity in the face of the reality of war. Armed conflict, internal and international, is the cruelest reality of the twentieth century.
